Community Plan 

Whitsunday Regional Council used the development of the Community Plan as a unique opportunity to ascertain the viewpoints of all residents in the Whitsundays and to help direct those communities towards their longer term vision and their future.

The title, Whitsunday Regional Council Community Plan 2011-2021: Our Conversation with Our Community was adopted to signify that the Community Plan was a genuine attempt to promote and enable conversations between Council and our community.

Corporate Plan

Our Corporate Plan 2021-2026 is the primary strategic document that all other strategies, actions and decisions of Council refer to and defines the overall strategic direction and standard for the entire organisation.

The Plan sets Council's vision for the next 5-year period and outlines the areas of focus, priorities and specific initiatives Council has committed to implementing and advocating as we work to harness new opportunities for the Whitsunday Region.

Operational Plan

The Operational Plan outlines the specific actions the organisation will undertake in the 2021/22 year towards implementing the strategies included in Council’s Corporate Plan.

This Plan defines the priority actions for the financial year, consistent with the funding allocated in the budget. It doesn’t list every initiative of Council, however, it clearly articulates how Council will progress the vision and goals outlined in the Corporate Plan through the next financial year as well as the robust governance framework we have in place to manage risk.

The Operational Plan for a local government must also include an annual performance plan for each commercial business unit of the local government.

Asset Management Plans

The effective planning and management of infrastructure assets is crucial to sustainable delivery of community services to meet community needs and aspirations, for both current and future generations.

Regional Master Plans

Masterplans are aspirational plans that aim to provide a long-term vision for each Township, created in collaboration with the community, to guide the direction of Council in applying for State or Federal Government grants for major projects. The Proserpine and Bowen Masterplans are complete with the Collinsville and Greater Airlie Beach Area Masterplans underway.

Economic Development Strategy

On 27 September 2017, Council adopted the region's first ever Economic Development Strategy, a blueprint for the Whitsunday Region economy. The Strategy was developed through consultation with industry, business and our communities.

The Whitsunday Regional Economic Development Strategy identifies the three pillar industries that underpin our economy; tourism, mining and agriculture. These three industries combine to drive economic and employment growth as well as supporting our small business sector.

Major Festival and Events Attraction Strategy

On 11 September 2019 The Whitsunday Region Major Festivals and Events Attraction Strategy: 2019 – 2023 was adopted by Council. To read more about the strategy, see our media release.

The strategy was developed in consultation with industry stakeholders and signals Whitsunday Regional Council’s commitment to further develop the region’s festival and events program by outlining a vision, strategic priorities, goals and actions.

The Whitsunday Region Major Festival and Events Strategy 2019-2023 was funded by the Australian Government’s Building Better Regions Fund and Council. $300,000 will be contributed by Council to support the implementation of the Strategy in the 2019/20 financial year.
