Community Plan 

Whitsunday Regional Council used the development of the Community Plan as a unique opportunity to ascertain the viewpoints of all residents in the Whitsundays and to help direct those communities towards their longer term vision and their future.

The title, Whitsunday Regional Council Community Plan 2011-2021: Our Conversation with Our Community was adopted to signify that the Community Plan was a genuine attempt to promote and enable conversations between Council and our community.

Corporate Plan

Our Corporate Plan outlines our strategic agenda for the 2016 - 2021 five-year period and translates our community's vision for the Whitsunday Region into measurable strategies and outcomes. The document details the desired outcomes under each of Council's four key themes of Governance and Leadership, People, Place and Prosperity and includes Council's strategies to achieve these outcomes.

Operational Plan

The Operational Plan translates the broad strategies contained in the Corporate Plan into specific actions to be undertaken throughout the financial year and states how Council will manage operational risks. In alignment to the Corporate Plan, the Operational Plan is centred on the four key themes of Governance and Leadership, People, Place and Prosperity to guide Council’s focus over the next five years.

The Operational Plan for a local government must also include an annual performance plan for each commercial business unit of the local government.

Asset Management Plans

Asset Management Plans (AMP) are a core component of our asset management framework. Our infrastructure assets deliver essential services to the community. The effective planning and management of infrastructure assets is crucial to sustainable delivery of community services to meet community needs and aspirations, for both current and future generations.

Regional Master Plans

We are developing Masterplans for each major Township, following the successful Proserpine Masterplan which was completed in 2017. Masterplans are aspirational plans that aim to provide a long-term vision for each Township, created in collaboration with the community, to guide the direction of Council in applying for State or Federal Government grants for major projects.

Economic Development Strategy

On 27 September 2017, Council adopted the region's first ever Economic Development Strategy, a blueprint for the Whitsunday Region economy. The Strategy was developed through consultation with industry, business and our communities.

The Whitsunday Regional Economic Development Strategy identifies the three pillar industries that underpin our economy; tourism, mining and agriculture. These three industries combine to drive economic and employment growth as well as supporting our small business sector.

Major Festival and Events Attraction Strategy

On 11 September 2019 The Whitsunday Region Major Festivals and Events Attraction Strategy: 2019 – 2023 was adopted by Council. To read more about the strategy, see our media release.

The strategy was developed in consultation with industry stakeholders and signals Whitsunday Regional Council’s commitment to further develop the region’s festival and events program by outlining a vision, strategic priorities, goals and actions.

The Whitsunday Region Major Festival and Events Strategy 2019-2023 was funded by the Australian Government’s Building Better Regions Fund and Council. $300,000 will be contributed by Council to support the implementation of the Strategy in the 2019/20 financial year.
