It is with pleasure that I, along with my councillors present our first Whitsunday Regional Council Budget for 2016/2017. I am proud my councillors have quickly embraced working as a team to ensure the best outcomes for the future of our diverse region.
By delivering efficiencies within our organisation, this council is putting a priority on improving the levels of service for our residents while reducing our debt to the lowest levels in 7 years.
As an example of these efficiencies working positively already, we have crated a new Community and Environment Department, solely to ensure this council connects in a positive manner with our community and delivers improved focus on social and environmental outcomes.
This council is changing the way it does business with it's community and this budget is the first step to a better council.
What we do today, will determine our region's future. To do the same but expect a different result is a mistake this council will not make. We must strive to encourage and nurture innovation and creative thinking and be strategic about which investment we need to attract to provide ongoing growth and opportunities.
The Council has shown they are listening to residents and will giving ratepayers a choice when it comes to how they pay for their water. Council also understands the financial burdens being faced by our pensioners and put a priority on addressing this in the budget.
Capital works and a focus on delivering much needed community infrastructure has also been increased by almost 20% with council endorsing $32.8 million in new work and upgrades stimulating activity across the whole region.
Make no mistake, our region like many others in northern Queensland has endured a difficult transition period over the past few years due to the downturn in the resources sector affecting many businesses and throwing doubt on job security for so many. This budget delivered by my councillors and I is the start of our focus to put unity back into community and create a bright and sustainable future for our residents.
